UK Dog Walkers & Pet Care Providers


This checklist covers the minimum legal and regulatory standards required to operate professionally in the UK, alongside best-practice measures that materially reduce legal exposure.


1. Business & Trading Legality


Correct business structure in place

  • Sole trader / Limited company registered correctly

  • Company details up to date at Companies House (if applicable)

HMRC registration

  • Registered for Self Assessment (sole traders)

  • Corporation Tax registration (limited companies)

  • PAYE in place if employing staff

Accurate financial records

  • Invoices, expenses, mileage, and income recorded

  • Records retained for at least 6 years (HMRC requirement)

Business bank account

  • Separate from personal finances

  • Required for limited companies


2. Insurance (Non-Negotiable)


Public Liability Insurance

  • Covers injury or damage to third parties caused by dogs in your care

  • Adequate cover limit (typically £1–5 million)

Care, Custody & Control Insurance

  • Covers injury, illness, or death of animals in your care

  • Must explicitly include walking, transport, and handling

Employers’ Liability Insurance (if applicable)

  • Legal requirement if you employ staff

  • Minimum £5 million cover

Vehicle Insurance (Business Use)

  • Correct class of use declared

  • Dog transport explicitly covered where required

Policy wording aligned with practice

  • Group walking

  • Off-lead exercise

  • Reactive or large dogs (where applicable)


3. Contracts & Client Documentation


Written client contract in place

  • Signed before services commence

  • Clear allocation of responsibilities

  • Veterinary consent clauses

  • Emergency decision authority defined

  • No unlawful attempts to exclude negligence

  • Fair and transparent terms (Consumer Rights Act 2015)

Clear cancellation and payment terms

  • Enforceable and proportionate

4. Health & Safety Compliance


Written risk assessments

Health & Safety at Work Act awareness

  • Applies even to sole traders when members of the public are affected

5. Dog Welfare & Animal Law


Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018

  • Boarding and day care are licensable; walking alone usually is not

Animal Welfare Act 2006 compliance

  • Duty of care to meet dogs’ welfare needs
